Appoint a UAE importer or distributor
Registration runs through a UAE-registered entity with the appropriate trade licence. As elsewhere in the region, this ties your registration to the commercial relationship.

Check the formula against the applicable GCC standard
Cosmetic composition is governed by Gulf standards which draw on the EU annexes but are applied through their own conformity framework. Restricted substances and permitted preservative levels should be checked against the standard in force rather than against the EU list.

Complete conformity assessment and registration
Products are registered through the applicable UAE scheme, with a conformity assessment supported by test reports and manufacturing documentation. Requirements can vary by emirate and by channel, so confirm the route with your distributor before preparing the dossier.

Prepare Arabic labelling
Arabic language content is required alongside English, covering product identity, ingredients, origin, importer details and expiry or period-after-opening.

Confirm the halal position for your channel
Halal certification is not universally mandatory for cosmetics in the UAE, but it is expected by some retailers and by a substantial part of the consumer base. Establish whether your channel requires it before formulation.

Plan for re-export if that is the real business
If Dubai is your route into the wider Gulf, each destination market has its own registration. Free zone storage and re-export is a logistics arrangement, not a regulatory shortcut.

Requirements differ by emirate and by channel
What a mainland retailer requires is not necessarily what a free zone re-exporter or an e-commerce platform requires. Establish which of these you are actually serving before preparing documentation, because the dossiers are not interchangeable.
Heat is a formulation constraint, not just a logistics one
Ambient temperatures and warehouse conditions in the Gulf are harsher than most stability protocols assume. Emulsion stability, packaging deformation and fragrance drift are all real risks. Specify the destination during development.
Alcohol content attracts questions
Denatured alcohol is common in Korean formulations and raises both certification and consumer-perception questions in the region. Decide the position before locking the formula.
The consumer market is small relative to its visibility
The UAE has outsized presence in beauty retail and media for its population. Sizing a first order against the visible retail footprint rather than against the resident population is a common and expensive mistake.

Is halal certification required for cosmetics in the UAE?
It is not universally mandatory in the way it is becoming in Indonesia, but it is expected by some retailers and valued by a large part of the consumer base. Treat it as a channel question: confirm what your specific retailer or platform requires before you formulate.
Can we use the UAE registration to sell across the Gulf?
No. Each destination market has its own registration requirements. Dubai’s value for regional distribution is logistical — free zone storage and re-export — rather than regulatory. Budget for registration in each market you actually sell into.
Does the climate really change the formulation?
Yes. Sustained high ambient temperatures through distribution and retail storage stress emulsions, packaging and fragrance in ways temperate-market stability protocols do not capture. Tell us the destination during development so testing reflects it.
