Korea regulates sunscreen as a functional cosmetic. SPF and PA claims require testing and a filing before they can be printed, which adds a step and a fixed cost that a moisturiser does not carry.
Several filters approved in Korea are not approved in the United States, and the approved lists differ again for the EU. This is the first thing to settle on any sun care project: the destination market decides the filter system, and the filter system decides the texture you can achieve.

Why do Korean sunscreens feel lighter than Western ones?
Largely because of which UV filters are available. Korea permits several newer filters that are photostable and cosmetically elegant, so formulators can reach high protection without the heaviness that older filter systems require.
Can a Korean sunscreen formula be sold in the United States?
Not automatically. Sunscreen is regulated as an OTC drug there and several filters used in Korea are not on the approved list. The formula usually has to be rebuilt on a different filter system for that market. This is not legal advice — confirm current requirements with a qualified adviser.
What testing is needed for an SPF claim?
SPF and PA claims require defined testing before they can be printed, and the accepted method varies by market. Testing sits on the critical path and cannot be compressed, so it should be scheduled at the start rather than discovered at the end.

In most categories the packaging decision — stock components against custom tooling — moves the number further than the formula does.
