Manufacturing in Korea for the Indonesian Market

Indonesia is the largest consumer market in Southeast Asia and the one where a requirement outside the cosmetic regulation itself — halal certification — can decide your formula, your raw materials and your production arrangements.

The framework

Indonesia
Regulator
BPOM (National Agency of Drug and Food Control)
Governing law
Indonesian cosmetic regulations under the ASEAN Cosmetic Directive, plus halal product assurance law
Before you can sell
BPOM notification before import and sale.
Must be established locally
An Indonesian entity holding the importer licence and the notification.

A cosmetic, subject to the ASEAN permitted UV filter list.
What the market requires6 steps

From formula to first shipment.

  1. 01

Check the formula against the ASEAN annexes

Indonesia applies the ASEAN Cosmetic Directive lists, which resemble the EU annexes without matching them. Confirm restricted materials and preservative levels against the ASEAN position rather than the EU one.

  2. 02

    Appoint the Indonesian licence holder

Notification is filed and held by an Indonesian entity with the appropriate importer licence. As in Vietnam, this ties market access to the partner relationship and should be settled contractually before launch.

  3. 03

    Plan the halal position early

Indonesia’s halal product assurance law brings cosmetics into a phased mandatory certification regime. Whether and when it applies to your product should be established before formulation, because it constrains raw materials — animal-derived ingredients and some processing aids in particular — and can extend to the production line itself.

  4. 04

    Assemble the notification dossier

Product identity, formulation frame, manufacturer documentation and a Certificate of Free Sale or equivalent, with legalisation where required.

  5. 05

    File the BPOM notification

Notification is per product and valid for a defined period, with renewal required. Variations to formula or labelling generally require an update.

  6. 06

    Prepare compliant labelling

Bahasa Indonesia content, importer and notification details, ingredient declaration, and halal marking where certification applies.

What catches brands out here.

Halal certification reaches further than the ingredient list

Certification can extend beyond the formula to raw material sourcing, processing aids and how the production line is managed. A formula that looks acceptable on paper may still fail on a shared-equipment question. Raise it in the brief rather than at notification.

Fish and animal-derived actives need review

This matters for exactly the ingredients Korean manufacturing is known for. Marine-derived materials should be checked against your halal position before the formula is locked — see the ingredient pages for what substitution costs at that stage.

Notification is held by your local partner

Changing importer can mean re-notifying. Agree the position on notification ownership in the distribution contract before the first shipment.

Climate affects the product, not just the shipping

High heat and humidity across the distribution chain is a real stability consideration for a market where air-conditioned storage cannot be assumed. Specify the expected conditions during development.

The handover

We document. Your local entity registers.

We supply
  • Full quantitative formula and raw material specifications
  • Raw material origin statements to support a halal assessment
  • Certificates of analysis by batch
  • Stability data against the expected distribution conditions
  • Manufacturing documentation for the notification dossier
Your side handles
  • The Indonesian licence holder and importer
  • BPOM notification and renewal
  • Halal certification through the Indonesian process
  • Bahasa Indonesia labelling

Manufacturing through contracted Korean partners, matched to your product — every order made in Korea. Certifications depend on the selected manufacturing partner and project requirements.

Why this market

Indonesia is the largest population in Southeast Asia with a young median age and rapidly growing skincare penetration, particularly in sun care and acne-adjacent categories.

Local brands are strong and price-competitive, so imported products compete on formulation credibility rather than on price.

Halal is not only a regulatory matter — for a large share of consumers it is a purchase criterion, which makes early certification a commercial advantage rather than a compliance cost.

FAQ4 questions

Selling in Indonesia

Is halal certification mandatory for cosmetics in Indonesia?

Indonesia’s halal product assurance law brings cosmetics into a phased mandatory certification regime, with obligations arriving on defined timetables. Because the position depends on product type and the current phase, confirm it for your specific product with your Indonesian partner before formulation rather than after.

How does halal certification affect the formula?

It constrains raw materials — animal-derived ingredients, some processing aids, and certain alcohols — and can extend to how the production line is managed. Marine-derived actives common in Korean skincare need review specifically. Raising it in the brief is much cheaper than substituting after stability testing.

Can we notify with BPOM without a local partner?

No. Notification is filed and held by an Indonesian entity holding the appropriate licence. As with Vietnam, that makes the distribution agreement and the notification a single negotiation.

Does the tropical climate change how we should formulate?

It should. Distribution and retail cannot be assumed to be climate-controlled, so heat and humidity exposure over the product’s life is longer and harsher than in temperate markets. Tell us the destination during development so stability is tested against realistic conditions.

Requirements differ by market and by product, and they keep changing. Cross-check the current position as your project moves, and confirm it with a qualified regulatory consultant in Indonesia before committing to a formula or a launch date.
