What Is MOQ in Cosmetics — And Why Manufacturers Have One

A minimum order is not a policy a factory chooses. It is the number that falls out of batch sizes, component minimums and the fixed costs of a run.

Almost every brand meets a minimum order quantity for the first time as an obstacle — a number standing between an approved sample and a first production run, apparently chosen by someone who could have chosen differently. That reading leads to the wrong conversation: arguing about the number rather than asking what produced it.

MOQ, or minimum order quantity, is the smallest volume a manufacturer will produce in one run. It is not a target, a negotiating position or a signal of how much the factory wants the work. It is an output: equipment, components, raw materials and the costs a run carries regardless of its size resolve into a single figure, and that figure is what gets quoted. This article is about those constraints and how they combine — the framework for what sets a minimum order on a specific project covers what to do once the number exists.

A Minimum Order Is Arithmetic, Not Policy

Behind every quoted minimum is a planner answering one question: below what volume does this run cost more to make than it returns? The question is unremarkable. What surprises brands is how little of the answer the person quoting it controls.

The inputs are fixed long before the enquiry arrives. The mixing vessels were bought at a particular scale. The component suppliers set their own terms. The filling line takes the same hours to clean whether the run is short or long. A manufacturer can decide how much margin to accept on a short run, and that is roughly the extent of the discretion.

This is why "can you go lower?" so often produces a polite non-answer. The honest reply is "lower than what?" — the number summarises several constraints, and only one of them is holding the line.

The Manufacturer Is Also Buying to a Minimum

The overlooked half of the explanation is that the factory is a customer too, with minimums of its own.

Raw materials arrive in fixed units. Actives, emulsifiers, texture agents and fragrance are sold in defined pack sizes — a pail, a drum, a sealed sack. A formula calling for a small proportion of an expensive active still requires a whole unit of it: manageable when the remainder goes into the next order, a real cost when it does not, because opened material carries a retest date and cannot wait indefinitely for a second run. Speciality materials compound it — some are produced upstream to order, with their own lead time and their own minimum.

Components are manufactured products with their own economics. A bottle is moulded, a pump is assembled from several parts, a tube is extruded and headed. Stock components ship from inventory, so what applies is a distributor's minimum — usually the most forgiving number in the stack. Custom components require tooling, and tooling only makes sense across enough units to pay for cutting it. This is why the packaging decision so often turns out to be the one setting the number, and why packaging development belongs in the conversation early.

Part of what a brand meets as "the factory's MOQ" is therefore a pass-through: a floor that was handed to the manufacturer before it was handed on.

The Costs That Attach to a Run, Not to a Unit

The rest of the number comes from costs that do not scale down.

The vessel has a floor

Mixing equipment is sized, and a batch has to occupy enough of the vessel to be made correctly. An emulsion is produced by applying shear in a particular geometry — the homogeniser sits at a defined depth, and heat passes through the jacketed wall. Fill the vessel too lightly and the homogeniser no longer works the product properly, temperature control becomes uneven, and what comes out is not reliably the sample that was approved. This is physics rather than policy, and the floor differs by formula type: an anhydrous stick, a heavy cream and a thin toner do not behave alike at low fill.

A line has to be stopped, cleaned and reset

Before a run, the filling line is stripped, cleaned, sanitised, verified and reconfigured for the container geometry, then primed — the first units through are purged rather than sold. Afterwards the same sequence runs in reverse. Those hours are almost identical for a short run and a long one, so the shorter the run, the larger the share of each unit's cost that is changeover — and the more of a scheduled line slot the run consumes without filling it.

Setup costs attach to the job

Decoration is the clearest example. A silkscreen requires a screen per colour, hot stamping requires a die, and label printing has a minimum economical run length. Each is paid once per job and then divided by however many units the job contains. Artwork proofing behaves the same way.

Testing and documentation are priced per formula

Stability testing, challenge testing and batch documentation cost what they cost, and a short run needs no less of any of it. It is a fixed block of expenditure looking for units to spread across — and the reason a first run of a new formula carries a higher floor than a repeat run of an established one. Why It Is the Largest Minimum, Not the Sum

The instinct is to add these up. That is not how they combine.

Production has to satisfy every constraint at once, so the quoted number is the largest of them, not the total. One binds; the rest sit below it with slack. The consequence is worth stating plainly: changing anything except the binding constraint changes nothing. A brand that simplifies its formula when the number was being set by a custom bottle has done work and gained nothing.

Which constraint binds is not stable. It moves between projects, and within a project when the packaging direction or the formula base changes. That is why the same manufacturer can quote very different minimums for two products in the same category, and why a figure quoted without knowing the packaging route is close to meaningless.

Why Two Manufacturers Quote Differently

Given the same brief, two competent factories will often quote different minimums, and the difference is rarely about willingness. Equipment scale is the largest factor: a plant built around long domestic contracts owns large vessels, and small vessels are a capital decision it may not have made. Supplier relationships matter too — a manufacturer already running a component across many customers can draw on stock that another would have to order in.

The assumptions behind each quote matter most of all. One manufacturer may be answering for stock packaging and an existing base while another assumed a custom component and a new formulation. Comparing those two numbers compares nothing. A low quoted minimum is not automatically the better offer — it can reflect a smaller vessel that will also constrain later orders, or a quote that has quietly excluded the components.

What a Minimum Order Is Not

It is not a measure of interest. A high floor describes equipment and supply arrangements, not enthusiasm. Manufacturers rarely decline volume they can produce profitably.

It is not a fixed property of a factory. "Our MOQ is X" is shorthand for a typical project of a typical shape. Applied to a project of a different shape it is guesswork.

It is not separable from unit price. Minimum quantity and unit cost are two views of the same fixed-cost arithmetic; pushing the quantity down without expecting the unit price to rise asks the arithmetic to stop working. It is not a quality signal in either direction. A low floor can mean small-batch equipment; a high floor can mean scale. Neither says anything about how well the product will be made.

Reading a Number You Have Been Given

A quoted minimum becomes useful the moment it is unpacked. Four questions do most of the work.

  • Which constraint set this number? Bulk batch, container, components, decoration or scheduling — the answer determines whether anything can move.
  • What does it assume about packaging? Stock and custom are different projects, and the difference is frequently larger than every other factor combined.
  • Is it per SKU or per bulk batch? Variants sharing one base can sometimes clear a bulk minimum together that neither reaches alone.
  • Does it apply to the first run or to repeat runs? Development and testing sit almost entirely in the first one.

The answers convert a number into information about the project, and the conversation stops being a negotiation and becomes planning — including the honest possibility that an existing base under a private label programme reaches a shelf sooner than a bespoke formula in bespoke packaging, or that small-batch production for a first launch is the sensible way to start.
